专家表示，生物质颗粒燃料供热有望成为清洁供暖的“生力军”，市场潜力巨大

　　生物质供热具有绿色低碳环保的特点，是治理县域燃煤污染的有效途径，也是发达国家普遍推广的措施。虽然前景看好，处于起步阶段的生物质能供热仍面临政策、标准、产业体系等方面的问题。《关于开展生物质热电联产县域清洁供热示范项目建设的通知》的发布将为生物质供热进一步探路，生物质供热有望成为清洁供暖的“生力军”。

　　近日，国家能源局发布《关于开展生物质热电联产县域清洁供热示范项目建设的通知》，要求于9月15日前组织申报生物质热电联产县域清洁供热示范项目，并对示范新建项目优先核准，保障示范项目享受各地清洁供热支持政策，建成后优先获得国家可再生能源发电补贴。专家表示，综合来看，生物质供热有望成为清洁供暖的“生力军”，市场潜力巨大。

　　镇，生物质成型燃料年利用量约800万吨。

　　“随着环境压力加大，清洁能源需求不可阻挡，生物质供热面临大好形势。”国家发展改革委能源研究所原所长周凤起表示，我国生物质成型燃料供热技术和运作模式基本成熟，成型燃料的专用锅炉等装备制造已经具备规模化，形成了一批有实力的龙头企业，污染物排放控制也比较好，有了替代煤炭供热的可能。

　　虽然前景看好，处于起步阶段的生物质能供热仍面临政策、标准、产业体系等方面的问题。一是部分地方出台了不利于生物质成型燃料应用的文件及规定。北京、南宁、深圳、佛山等地出台文件禁止或限制生物质成型燃料应用，还有很多地方也持反对和抵制态度；二是生物质成型燃料锅炉缺乏与自身清洁环保特性相适应的专门的大气污染物排放标准，一些地方错误地认为生物质成型燃料锅炉与燃煤锅炉一样，而限制其发展；三是产业体系不完善。缺乏完整的专业化原料收集、运输、储存及供应体系，收储运效率低，难以满足规模化利用的需要；四是补贴政策不完善。对生物质成型燃料的补贴支持，应从支持前端成型燃料生产转到终端锅炉清洁燃烧。

The subsidy support for biomass forming fuel should be transferred from the supporting front-end molding fuel production to the clean combustion of the terminal boiler.

　　此次国家能源局推动示范项目建设就是为了给生物质供热进一步探路。对于下一步发展，国家能源局有关负责人透露，一是将发展生物质能作为应对大气污染的重要措施，纳入环境保护战略，明确在保护生态环境方面的定位和作用；二是建立健全产业体系，研究建立专业化原料收集体系和运营机制，出台生物质锅炉污染物排放标准，开展标准体系建设；三是完善政策支持体系，将生物质能供热纳入能源行业管理，建立优先利用机制和高效的管理体系，出台终端补贴政策与财税优惠政策。
